No dial tone and "line in use " message (by 4 users)

My phone line has no dial tone and in the base set i have a"line in use" message. When I call from any phone to my house it rings forever without any response

Im getting the same issue with my Pansonic cordless. Keeps saying "line in use".

My base set and extra hand set both have the message "answer on" and "line ine use" - I am unable to use my phone. It is all staticky when I lift the handset and trying to call in gets a busy signal
