Here's the instructions for charging.
Plug the Motorola charger into the end of
the headset.
The indicator light turns red when the battery is charging. It may take up to 1 minute for the indicator light to turn on. When the headset's battery is fully charged (about 2hours), the indicator light turns green.

From your information, it may very well be that the battery should be replaced if the red light doesn't go off as it should.

Here's a link to the full instructions. I hope this helps.

Motorola elite washed. When charger plugged in blinks red. Help!

do not turn it on or charge it until it is completely dry. Put the device into a bag of, say uncooked rice or spaghetti, as they will help **** the water out. Afterwards, let the device charge for a full night. If the circuits are shorted however, you are going to have to take it out to fix. Hope it turns out well.

Motorola H710 Bluetooth Headset will not turn on!

I have the exact same problem with my Motorola H710 Bluetooth Headset. When I charge the headset a green light is displayed. After the charge is complete I unplug the headset and NO light is displayed. I flip open the boom and NO light is displayed. I hold the call button for 10 secs or 10 mins or 10 hours and NO light is displayed. There is suppose to be a blue light displayed to indicate that the headset is ON. Since there is NO light displaying that means the headset is OFF. So my headset DOES NOT TURN ON! I did my research no where online can anyone give a solution. All the above solutions given does not help because the blue light DOES NOT turn on. No user guide or customer service rep or tech support can help that is what I found out. So I guess I will toss my headset in the garbage!

To put your headset again in pairing mode, you must assure that your phone's bluetooth radio is turned off. Only then, open your headset's boom. After it is in pairing mode, turn your phone's bluetooth radio on, and make it search for new devices.
Hope it works for you.

try and remove the current bluetooth device. Close the headset. Go to thephone and choose discover, or search. Open the headset and press and hold the big button. It should then turn purple and should be recognized.
