Just get a new seat. You may find a replacement bolt kit but they are rare. happy hunting.

How to remove a parisi nahm soft close toilet seat

there is 1 of two ways.
easy way is have a look where the seat mounts to the toilet and see if there is a cover that you can lift up and find a screw under it. there might be 2 pins on each side of the toilet seat hinge that you depress for you to remove the seat from the hinges to access the screws.
failing the above method the toilet has to be removed to access the screws / wingnuts from under neath. send closer picture of hinge on seat if you like.

Toilet seat cover became loose on one side

I have a Toto Dorian 1.6 Gpf where the right side of the cover separated from the seat frame. I fixed it by removing the seat from the toilet base and driving the stainless steel shaft back into the cover hibge holes.

To remove the toilet seat, use a large phillips head screw drive and unscrew the two long screws that hole the seat to the base.

Then you will see the two steel rods about 1/4 inch in diameter that have worked there way out of the seat hinge. Use a hammer and a screw driver to drive these two hinge pins back out into the toilet seat cover hinge holes.

Replace the toilet seat and screw in the two seat screws being careful to not over tighten them. The seat should now work correctly.

The close coupled toilet seat keeps coming loose. The two phillips screws keep turning and won't tighten. There seems no way to get to the captive nuts...???

I too could not figure out how to get to the nuts since the skirt completely encloses the base. Nor could my plumber until he called his plumbing supply store. They told him they use a type of rubber piece that can be pushed through the hole from the top and acts as a nut. I didn't see it replaced so I don't know the details but I do recall that when I tried to turn those phillips screws that there was a squishy feeling. I don't know how to tighten under those conditions. I recommend you call a plumbing supply store.

If it is something you can adjust, there will be an area on the hing. There also may be a small cover over the adjustment screw.
