Printer won't work

Unplug the printer from the power and replug it in, the printer will go through its post(the little dance they do when they start up) and should come back to a ready status.

HP PSC 950 auto switch off

The printer is always on despite of the status of the front panel, to turn it off you have to disconnect the power cord.
In some models of HP printers, the printer will power itself ON from "standby" when the PC sends it a printing job and go back to "Standby" when the job has finished printing.
