Xerox Phaser 3200MFP. Followed troubleshooting guide in service manual but the case is unique. Typically, it can receive fax but on sending, it didnt even click to dial out. Instead the LCD shows "DelayFax". After a while it disappear claiming the fax was o.k. Nothing was sent.

Xerox has what they call a feature that is called Fax priority. It means no matter what, it will ALWAYS prioritize an incoming fax Believe me, I have fought this one several times. Xerox Engineering has told me that is how it is designed, to make sure you get your fax. There is nothing you can do about that except get a dedicated fax line .It is called Fax priority. and you can not over ride it.
I was told by Xerox support tech that he thought it was the fact that we do not have a dedicated analog phone line, but the fact remains we can receive faxes but cannot send them. The only fax that will send is directly to Xerox support.???. The machine was working fine, faxing (sending and receiving), until about a week or so ago, when we had a repairman here on the printer. He told me to report the problem to our telephone repair service. He is coming out today! I'll let you know.
Do you have the receipt for the machine? You have a 1 year warranty from Xerox on that machine, Here is the copy and paste from the warranty information on the Xerox website.
