I have never a newer blackberry but on the ones, I had this worked for me. When you go into your profile to change them if you hit the menu button while you one of the profiles highlighted there should be a way to edit the profile, it could under advanced options. i hope this helps.

open the back cover, there is a white soft thing under the flash cover. push it a little bit with a tooth pick or a sharp knife, it should increase the volume dramatically.

Your problem could hardware, need to install a small piece of audio that goes in the speaker. This is if you don't have the BB in mute.

I can't speak to the speakerphone static issue per se, but for the video issue, and for almost all erratic behavior issues, I have to recommend updating / replacing the firmware of electronic devices. The latest BlackBerry Bold 9700 system software is available through here.
