Using the same web page reference that Admin Andy suggested, fuse F73 is actually in the dashboard fuse box. It's behind a small cover at about knee height, usually on the drivers side. Fuse 73 is a 15A (blue) positioned as top row, second from the left. I added a photo.
To remove the water pump of Fiat Punto/Stilo:
1 Disconnect the battery negative terminal.
2 Drain the cooling system.
3 Remove the timing belt.
4 Unscrew the retaining nut and the three bolts and withdraw the coolant pump (see illustration). If the pump is stuck, tap it gently? using a soft-faced mallet - do not lever between the pump and cylinder block mating faces of Fiat Punto (Stilo).
By no power, do you mean no lights or absolutely no instrument activity? Could be just a bulb or fuse that needs replacing, if you have no instrument activity at all, I would suggest you disconnect/reconnect the battery, if problem persists - might help, and if all else fails then it is possibly a loose or badly connecting wire, take it to an auto electrician, the wiring looms are tricky and it could take a while to find the culprit.
fiat puntos have electronic power steering if you remove the fuse panel on the drivers side you will see the fuses you will see a motor that is the power steering motor connected to that its got its own ecu most of the time they do fail heres where its located.
If you hear a clicking you still might not have enough battery power to start it. If you hear the motor turn over, but not start you might have a fuel, or spark issue.
Don't even try adjust or open the unit. Call the dealer or take it back to him or you will invalidate your warranty and that is not worth it. Let the dealer worry about it.
