Question about Watches
I have looked at the Citizen web site and this range is still current (although your model does not appear on their list).
I would be surprised if Citizen would not be able to repair an expensive watch, after all, we expect watches to run for a considerable number of years. I have much cheaper watches that are decades only and still running.
If you haven't already done so, I suggest that you contact Citizen yourself (www.citizenwatch.com/COA/English/service.asp). This link will take you to their service page, where you can decide who you should contact.

A 6ya expert can help you resolve that issue over the phone in a minute or two.
Best thing about this new service is that you are never placed on hold and get to talk to real repairmen in the US.
The service is completely free and covers almost anything you can think of (from cars to computers, handyman, and even drones).
click here to download the app (for users in the US for now) and get all the help you need.
