Boot from the CD again and this time run chkdsk /f
This command will try to fix any errors with the file system and check for and recover bad sectors.

If you have the option of going to a command prompt (on the choose how to start "text" screen), do it, and type at the C:> fdisk /mbr then press the ENTER key. This may fix things. Also, try removing the battery when the computer is off, wait about a minute, then replace it and start computer. This actually helps sometimes.

So in that case you need to reinstall the Windows so that it will fix the problem. Some instances of that problem corrupted Operating System it needs a new copy.

unfortunatley you are stuck in a windows loop and will need to reformat your PC
Please do the following to reformat
1) Put your recovery disc into your PC and allow the PC to restart
2) The laptop should pick the disc up and boot from it
3) Follow the onscreen instructions to complete the rest of the install

I understand that your computer is infected with Malware and now the computer is not booting to normal mode.
I can uderstand how frustrating this could be and I assure I will try be best to resolve this issue.
From the statement I understand that it may happen due to hardware failure, BIOS mismatch or due to static charge. Let us try the basic troubleshooting. Turn Off the Computer, remove all the devices attached to the computer, the power cable and battrey, now holdon the power button for 15 secs (make sure adpater and battery are uplugged) it will drain out all the static charge. Now, restart the computer and keep on tapping F2 (some computers "DEL or Delete" key), you will enter to BIOS setup utility, press F9 (click "Yes", if you are prompted) and then press F10 (Click "Yes", if you are prompted), it will restart the computer to Normal mode. If still it is not booting to normal mode, then we have to perform a full system recovery & it is a distructive process as you will loose all the datas on the computer. To do so, Turn Off the computer, now as soon as you hit the power button, keep on holding "Alt" key & keep on tapping "F10" key, i.e Alt+f10, it will open the recovery console, select full factory restore and follow onscreen instruction. NOTE: This will erase all the datas on the computer.
