To receive internet service on your mobile phone (called packet data service) you will need a data plan for your phone.
Most cellular providers require that for data service to be available, the customer must request it to be activated on their phone.

well first of all contact your provider for your phone, they know the settings applicable for your phone, like sip settings, gprs, and or 3g settings etc.
