Steering is fine at a stop gets real stiff when you start driving feels like its getting stuck...1985 honda prelude

Rack & pinion units have this type symptom when it becomes worn. The seals don't hold pressure makes you feel like you have to **** the steering wheel to get it to move and it's sometimes worse when it's cold. Installing a remanufactured unit should correct this.

Metallic jingle in the front wheel area while turning. My guess is wheel-bearing.

Wheel bearings usually make grinding noises, check your cv shaft first.

Consider purchasing a mechanics stethescope, it will greatly help to diagnose noise issues like this one.
