Your unit has some sort of PSU fault, or a problem that is shutting down the Power Supply Unit, PSU. This happens so that no further damage, and possible fire will occur. The sound is, it starting up, detecting a fault condition and shutting down, over and over.
You need to take the unit to a reputable service centre/man and ask for a firm "Quote" for the work to be done.

My LOEWE CAL 232 will not power up. When the power button is pressed, the monitor turns on, with the LOEWE on the monitor, then the TV continues with the previous activity (antenna, DVD, VCR etc.). Now all that happens is
1. the red light comes on
2.after about 1 second the green light turns on for about 12 seconds
3. the the green light turns off for about 1 second
4. then the green light turns on again for about 12 seconds
and this continues until the power button is pressed to turn the TV off. During this time, the monitor does not turn on and the only sound I hear seems to eminate from the power button.
