That means that for whatever reason the Pictures, could not be found at the location that it has been told. So either the "Path" is wrong, physically or misspelled, or the files really aren't there. This is especially so if forwarded from a remote location and that's where the pictures actually are & they are NOT on your machine. So, when the email program can't find the file.. it then asks if it is OK to send without them "attached"
