There is an application called Power ISO which you can use.
It is an application for sale (shareware) but you can use it fro free, unregistered and it will still work just as good, and all the functions, including formatting erasing DVD+RWs and burning to ISO image files.

Use Dell System Recovery by hitting Ctrl F11 after the Dell BIOS splash screen.
