Had a power failure. When the power came on eventually, the freezer is fine, but the fridge side is not cooling enough. Can it be the thermostat that is faulty due to a possible spike in power?

Could be a fuse inside the mother board in the back of the fridge, plus that power spike could do some damage to the unit. I'd have a tech check that out.

Freezer is working fine. Bottom Control for Crispers working fine. Upper section of fridge not getting cold.

check defrost timer, defrost heater, defrost thermostat. In most newer models the timer has been replaced by an electronic control board. If the heater and thermostat are ok it’ll be the control.
