Found this free download. Now to try to thread it :)

If it asks you to search, just search lockstitch (not 2000) and it should take you there to download it.

Can incorrect timing adversely affect lockstitching tension balance, causing totally intractable tension issues?

Timing can affect a lot of things. However, there are multiple things that will present problems. Even the tension disks can be dirty or not working properly.

Usually the most common problem--the machine is threaded incorrectly. The best practice is when a thread breaks, comes unthreaded or is malfunctioning, remove all the thread and rethread from the beginning. First RAISE the presser foot before threading so the thread will seat properly in the tension disks. Check to make sure each thread is threaded in the correct order or the machine will most likely never work well.

My thread cutter cuts the top thread with every stitch

that is a possibility and is a reason that I don't use self adhesive velcro any more
I just put in a new needle and that fixed the problem
if it started with the velcro then that should fix it

When my machine sews you can pull bottom thread right out of the stitching

First - Thread it with 2 completely different colors of the same size thread; 50 weight is best.

Your upper thread tension is too loose, turn it clockwise a quarter turn, test the sewing, repeat until the sewing is good.
