My new samsung dishwasher is not draining. What

Make sure the drain hose is not blocked.
Look at the hose from the connection on the dishwasher to the sink to be sure its not pinched or squeezed tight.
And,remove the hose from the sink drain connection and check that connection for a blockage in both directions. It my have a sink drain blockage.
Have a bucket and towels ready for a possible water mess.

Does this model fully drain?

Switch immediately to a Brand Name Dishwasher powder (like Electrosol or Cascade.)  Avoid gels, tablets and never use a dish soap that is meant for washing dishes in a sink.  This will solve the "bubbles" problem.
Yes, dishwashers do maintain some level of water inside to keep the pump seals/gaskets from drying out or seizing. As long as the water down there is clear and has no odor, you and your apartment's dishwasher is fine.
OK?  Post back with any more questions.

Whirlpool dishwasher is not fully draining after cycle complete

THE PROBLEM SOUNDS TO BE WITH THE INSTALLATION OF THE DISHWASHER ITSELF. YOU NEED TO MAKE SURE YOUR DRAIN HOSE IS NOT KINKED AND ALSO THAT THE DRAIN HOSE FORMS A LOOP. IN OTHER WORDS IT SHOULD GO STRAIGHT UP BEHIND THE UNIT AND THEN DOWN INTO THE SINK OR DISPOSAL.THIS SHOULD TAKE CARE OF YOUR PROBLEM.

Bosch dishwasher model #shu33A

your dirty water backed up into the washer (which it shouldn't do) and probably clogged something in there,..i would recommend getting it flushed out somehow, not sure how,.....next time, your washer drain hose should go up under the sink as high as possible and then back down to drain,....this settup makes it hard for drain water to go back into washer,....it's instructed in any dishwasher manual

Kenmore..Few years old came with the house

Check the spade/lug wiring connectors under the unit at the motors They can work loose. These newer units only use the heating element for a short time. If you get it running again do not use tablet soap. Start your sink's hot water until its too hot to touch then start the washer, let the tank fill then open the door and pour in an additional gallon of hot sink water mixed up with liquid cascade soap. To get "Energy Star" compliance, They have made trade offs to use less water and energy. When mine is running it still doesnt clean very well at all. consider installing a small R.V. water heater under the sink or nearby.

Also make sure your drain hose is clear and has no kinks in it.

Dishwasher Accumulates Water When Off

Try turning water off to dishwasher and see if it stops it. If so, replace valve. If not check for a low drain hose loop, allowing drain water from sink to back up into dishwasher. Just raise drain hose as high as possible under sink and secure.
