The dial on this and many rerigerators does not really shut the unit "off"
I switched off the circuit breaker and will call for repair if needed.

Hello Ron Thacker - Often when the temperature is too cold, it is because the temperature control is set too cold/high. Turn the control to a warmer setting and allow several hours for the temperature to stabilize. If the unit does not stabilize within 24 hours, then it could possibly have a faulty thermostat or temperature control. I would personally reach out to an experienced tech that will be able to identify the precise reason.
