Is this when the TV is on or off? If it occurs while the TV is on, is it constant or intermittent?
Try this: Unplug the TV. Hold down the power button on the TV for 30 seconds, while the TV is still unplugged. Then plug in the TV and turn it back on.
Similarly, power cycle the TV: turn it off, unplug it and leave unplugged for a couple minutes. Plug it back in and power it on. Reset settings back to factory defaults. If all else fails, I would recommend pursuing repair/replacement options.
you either have a faulty power supply or faulty main board. Vizio power supplies on the older sets are pretty decent. It's usually the main boards that go. These older main boards tend to be pricey so it may be better to buy a new set.
It may be fried. But try to do a reset. Look for a recessed button in a hole, usually close to the power input plug. Use tooth pick or pen tip etc; to push and hold reset button for upto 30 seconds with power unplugged. This restore it to factory settings and you may have to re-enter any settings required, IF it works after the reset. If it don't work, not worth fixing.. Buy replacement.

The red light that you have there is a sign that router is having some hardware failure on it, what we can try here is to do a reset on it and see if that corrects the problem.
To reset it look for a small reset button on the router and then use a pen or paper clip then press and hold it for 30 seconds while power is ON then power off and power back on see if that corrects the issue. But if still the same you now need a new router if its still under warranty have it replace.
