There may be a problem with your panel yes.
however the first thing to check is the main power supplied to the unit under the right front side and make sure that all the wires are connected properly
as well as you circuit breaker there may also be a problem with one of the thermistors located on the bottom of the unit

Water is not draining.... OE symbol appears on display. Checked the connection up to sink and drainage out to garbage disposal. everything seems fine there!

Hello & Welcome to FixYa

OE is a drain error and is displayed when the washer is unable to drain water. Please check the drain hose and drain pump filter by removing the bottom front access panel for any clogs to clean the error. Please get back to me if you have any other questions.

Try to reset your dish washer. Turn off main power supply and leave it for at least 1 min. Is there any error code appear/beeping sound?

Water fills in bottom of washer when off

The fill valve has failed. You can get a rebuild kit for the valve.

Also clean the tiny straainer in the valve.

Our Asko D3112 was not draining, so we had maintenance drain the hoses to clear any blockage but it did nothing. They said it must be our pump not working. I ran one more cycle to see if things went back...

Check your manual to see if you have a drain pan at the bottom of the unit, and a 'float' that checks for water collecting there. On at least some Asko models, water collecting in the pan causes the float to rise, which then changes the operation of the dishwasher. Once that float switch turns on, the diskwasher will always run the drain pump whenever power is applied.
If this is the case for your machine, remove the kick panel. There likely is another panel behind that which covers the 'internals', including the drain pan area. You'll have to remove all of the water in the pan, and that will lower the float and return the controller to normal operation. THen you will have to diagnose the cause of the water collecting in the pan.
Another possibility is damage to the float such that it has turned on it's switch despite no water collecting in the drain pan. I've heard that in some cases a mouse will chew on the float and damage it, causing such machine operation.
In another thread, I posted my solutions to one cause of water collecting in the drain pan. In that case the drain pump was no longer reliably moving water out of the sump area inside the dishwasher. I had thought it was the manual dial control on my d1706 unit, until I learned that the dishwasher has this 'special' drain pan mode.

Continuous beeping and code E4 on display

"E4" code relates to the overflow detector There appears to be an internal sump. Lean the machine back about 35-45 degrees to remove the excess water from the dishwasher. It might be messy so be prepared. By design the sump collects water from condensation i.e. (Cold outside machine wall, hot inside machine wall) hence condensation builds up and is suppose to and should evaporate in the right environment. Placement and installation locations play into a big part of the design.
You will notice by observation just in the center there is a polystyrene float. This is what activates the overflow switch which throws the error code.
This problem is simple to fix, just take off your kitchen plinth and turn off the dish washer power. then at the base of the dishwasher there are 2 plastic clip access panels, take a blunt screw driver or knive to help you ease out the plastic panel. once this is off, simple take a dish cloth out mop out the water, particularly from the left hand side as this is where the sensor is. Once dry (ish) replace the panels and switch on - DONE! its that easy

Washer does not fill with water

I checked the inlet solenoid valve to make sure it was receiving power, it was. I removed the left hand side panel of the machine. The labyrinth was blocked with crud as was the float switch assy,

Cleaned them out, with boiling hot water, it now works.
