My motherboard is ibm fru pn 49p1605,why is my drive sound not found

It's because you didn't connect it properly ? Broken ? Or you need a driver, to use it ?
Can't find the driver yet, but you could use a utility.

Where do you attach the two thin black wires coming from the on-off button on the case?

Without knowing what brand and model motherboard, I can only give a generic answer. There should be a group of pin connectors somewhere on the motherboard (usually near the edge away from the expansion card sockets. This group will have labels printed on the motherboard above them with abbreviated descriptions (i.e., PWR for power, HDD for Hard Disk Drive light, RST for reset, etc.). You'll want to connect those to the two connectors labeled PWR, it does not matter which order you connect them.

I need to find out where the 3 little plugs go that are connected to the power button theres a blue/white black/white red/white plugs comming from it going to the motherboard

Sometime these connectors from the desktop case front panel have labels indentifing what each connector/plug is for. From your description they could be a reset switch or LED indicators for hard disk or power light etc.
If the plugs are not labeled then trace the wires back to the front panel to identify what they are attached to.
When you connect the LED indicators to the motherboard and it does not light up when they suppose to, then turn the plug around 180 degrees.
The LED are polarity sensitive ie they only light up if the + and - leads are connected to the motherboard correctly.

Trying too install 4in1 card reader

If its an internal card reader, you should install it in the PCI slot. If it's an external card reader you should plug the card reader into the USB port. I need to know the brand and model of the reader so that I can give you more precise instructions.
