The screen is freezing can be either a screen or a phone issue. You can reset the phone entirely by going to the settings icon, then general, then reset, then choose Erase All Content and Settings.
If it isn't a problem fixed that way, it could be another issue with the phone or the LCD even. You should bring it back to the store or go to support.apple.com to see if it is under warranty still. Otherwise, contact someone who can service the phone.
Remember when you do the reset you will lose any messages or anything you've done with the phone since you got it.
Beyond that, since you just got it, you really should exchange it or have it looked at by an expert.
