This is a sign of a "frozen" system. Did you hear any "beep" when the system starts? If you heard a beep, then your video is ok.
Now, you need to open the CPU Casing and remove your RAM modules. Now, connect the PC again even without the RAM. Your CPU must start beeping which indicates that it detected NO RAM.
Now, put in the RAM modules back. It is better if you can swap their positions if your have 2 RAM modules or transfer it to other slot if you only have 1 RAM.
Then start your PC. It should work fine now.
