Webcam software has a habit of remaining hooked up to a previous program even if you exit the earlier program correctly.
Reboot your webcam software by disconnecting the USB plug for a couple of seconds
If you have a built in webcam - toggle webcam disable/enable in your Device Manager Imaging folder by expanding the folder and right clicking on the webcam text.
