Hello! Well, I think you have actually diagnosed your own problem. By overfilling the crankcase with oil - you very well may have just fouled the spark plug. This is best case scenario, to be honest. A very very common reason that scooter owners will experience a loss of power is due to oil over-filling.
Worst case scenario is that due to the overfilling, the oil began to cavitate, or foam, and as a result did not protect the internal parts properly and they have become damaged. The sound you described is likely (I hope that I'm wrong for your sake) internal damage that is going to result in engine replacement.
I would recommend draining the oil, refilling it to the suggested level (in your case is 0.6 Liters), and also removing the spark plug and cleaning/replacing. If this doesn't work, I'm afraid that further internal inspection will be needed, and at that point you're talking about the very high possibility of engine rebuilding/replacement.
