The software on the device failed. You will need to re-install it.
1-> Download the latest software for your device ( you will probably have software management software that came with your phone; use that if possible):
2-> Double-click the file you downloaded and install it.
3-> Plug in the device to your computer (with the software installed) and use the App Loader icon from the Desktop Manager program. There is more information at the given URL if you have any more questions.
