Question about Motorola Mobility CLIQ Cell Phone
You Sim-card works fine on another phone but did you try another sim card besides the Vodafone network?
You can try to insert a T-mobile sim card (if you have/can find it) and then start by creating a MotoBlur account (did you try that?) * https://motorola-global-portal.custhelp.com/app/answers/detail/a_id/37747/p_country_code/US
*you can change the location.
You can also ask the dealer if the phone had an existing MotoBlur account and then log-in https://portal-blur.svcmot.com/blur-web-portal-1.0/?x=yncDX3QajxysvYmZri33rQ
If this doesn't work, try to reset all the default settings. Make sure to save everything before doing that.

Sorry, but you have not yet provided enough information to answer this.
Was your Motorola Cliq originally locked to a network (if so, which one) and in which country?
Which network are you attempting to access?
I may be wrong, but I'm fairly sure that the Cliq currently will not work on Oz networks: the frequency capability is in the hardware, but I don't think that the phone's advanced features currently have the firmware for your neck of the woods.
I sincerely hope that someone else proves me wrong.
You won't be charged for my answer if you refuse to accept it, but other potential answerers will not be able to read my comments so I respectfully suggest that to attract the best answers you'd be wise to re-submit your question with all the relevant information.
