Ballast Board Powers Lamp, the 2 plugs on Lamp connect into Ballast
board just follow the wires from where lamp plugs into.
Does Ballast have a ark coming from a componet on board and does the main capacitor Look Vented or puffed up on top?

If ballast has ark coming from it,then that board is good ! Then if set does not come on it will be Defective Lamp Fan or Lamp.

Ballast Board connects to the Lamp. Lamp connects to the Ballast board.
Ballast board has 2 wires coming from it that goes to the Lamp.

@MACangel44 According to my owners manual, it sounds like it might be a "Lamp door is not seated properly" Book describes the code as " Green Light Blinks continuously at 3-second intervals. red blinks continuously at .5 second intervals" REF: page 99 of original manual for 46,52,62HM95's There must be a sensor at the lamp door, may have gone bad and giving false open or may need to reset the door. Hope that helps.

You will need to check if the output supply going to the lamp is good. If not the ballast will need replacement. That model is actually famous for haveing ballast issues. You can get the replacement ballast from they also assist with installation assistance if you require it.

The lights indicated that I needed to replace my lamp. After doing so, the TV still doesn't have picture. What do I have to do to get it to work?

It is possible that the Ballast is not turning on the lamp. In past years it had been difficult to get the Ballast separate from the Optical Block but they seemed have them available. In order to replace it you will need to remove the Optical Block which is in the center. The ballast assembly is mounted on the right side of the OpticaL Block. Once the Optical Block assembly is removed, it is not difficult to replace. To order a Ballast, call 1800-631-3811. You will need the model number.
I hope this helps,

I own a Toshiba 62HM95. It's about 5 years old. It was turning off and on, but now nothing. Any idea what it could be?

I think the problem is coming form your lamp if you have not replaced it before but if you just recently replaced it then I would have to say you have a bad ballast here is a store that carries your lamp
