Question about ViewSonic VP920b 19" LCD Monitor
Please check if the power outlet where your monitor is plugged is working. Try to plug another device there and see if it works.
Also, check the power cable you used with the monitor. It could be loose preventing the proper contact from the monitor and the power source.
If all the above are OK, then your monitor switch button is defective.
