If there is rust there is a water leak.
Find the cause of the leak and determine if it is repairable before you replace the solenoid.

My Elkay water fountain is clogged up, water does not drain properly, how do I unclog

To unclog the elkay water fountain just look out for push button catridge and and turning it to adjust how far it is pushed or you can even try with chemical drain cleaners like draino or liquid plumber or CLR(Calcium,Lime and Rust Remover) & if still the problem hire plumbing repair services.

Wil not turnover makes all the usual sounds when starting then will start clicking will not engage starter & turnover moter

Probably a rusted starter solenoid - get a hammer and give the solenoid (cylinder attached to the starter motor) a few good thumps. If that fixed it, get the unit replaced because it will happen again.

If this trick does not work, check the wiring for loose or rusted earth - another common fault

Hello, The plumber should be able to call Rheem directly and if that does not work, your local parts supplier for Rheem should be able to get him a number for the Rheem factory (I'm assuming he called and the parts supplier could not locate the part he needed??)
Hope this helps. Thanks James

My hot water in the kitchen comes out slowly but the cold water comes out like it should.

Your water heater pipes may be clogged - if your water heater is more than 7 years old you may need to replace it. Visually inspect your water heater to see if there's any visible rust near the bottom or a slow leak. If you are on a well as opposed to city water, Rust is probably your culprit. If it's electric, remove the covers and check out the elements there - there should be a small amount of rust visible if the heater is old. Gas units are very different in construction, and changing a water heater is not exactly an easy job - I would suggest calling in a Plumber to change it, as most states require a licensed plumber to execute this type of job, and many cities require permits for this to be done too.

aluminium does not rust so the stain will not be rust stains
could be leaking fitting at the plumbing pipes at the taps
could be that the washer under the tap insert is leaking especially if not replaced when doing the spindle seals
