There is a malfunction with the outdoor temp sensor on the heatpump.
You will likely have to replace the sensor.

If the strips are coming on in defrost and manually, then you know the relays, heat sequencers and other controls are operating. there apearently is no signal telling the system that the outdoor temp is to low for the HP to operate efficiently.

Why does aux heat come on when not set for aux heat

The "Aux Heat" setting on many heat pumps is electric heat. The electric heat will turn on when the outdoor temperature is too low to extract heat from the air. This can cause a significant increase in your electric bill if it remains too cold for the heat pump to work as designed. This is why heat pumps are used more in moderate climates as opposed to those that experience much colder temperatures. The electric heat also turns on during the "defrost cycle". Both of these conditions are normal. The video below may help you understand a little better.

I AM GETTING COLD AIR AT NIGHT TIME. IF I PUT THEMOSTAT HIGHER THE AIR GETS COLDER . THIS HAPPENS EVERY NIGHT AROUN8:00 AND STAYS LIKE THIS FOR HOURS. JUST FILTER CHANGE

Is this Heat pump? if so what are the outside temperatures?
If heat pump there are controls connected to the thermostat that may at about 40f stop the heat pump, and switch to aux or emergency heat. If the aux is Electrical heating coil, you may not have power to the relay for the Electrical coil. If the Aux heat is gas, there is a problem with the controls. If none of the above are true, I would suggest your programable thermostat is calling for a lower temperatue at 8pm. I know termostats are not fun to program. It will take you some time to learn how, if you have the owner's manual. otherwise find the manual, learn, find a friend or family menber that knows how. Last resort change thermostat to non programable or have heating tec come by and help. Make sure everything else is ok in the heater.

On my thermostat which is a white-rodgers the flame symbol is flashing the heat is set to 68 but it stays on 66. I have a split unit Ruud. The problem happens at night when it is cold.

Is this a heat pump system? If so I would recommend switching the thermostat to aux. or emegency heat at night when it is cold outside. The heat pump will not keep up when the outside temperatures are real cold.

Very cold outside should we swithc to aux heat to be more effice

I recommend running the heat pump even in the cold weather. If you like you could turn to EM heat around 10 degrees, but you do not have to. The newer heat pumps seem to work better than the old ones did in the colder weather.

Goodman package- no heat below 30 degrees outside

I believe the unit you are describing is a heat pump. Heat pump are great when the temperature isn't below 30 With low ambient temps. outside it is much more efficient and comfortable to run aux. electric heat from the heat pump.

Heater running continuously

Sounds like you have a problem with your heat pump. Your aux heat is a electric coil. how old is the unit when was the last time it was serviced? How cold is it out side?

Is it cold enough in your area to lock out the heat pump?If the heat pump isnt operating correctly the aux heat will come on then too.
