There are three solutions to your problem:
1) The battery needs to be replaced; or
2) The charger is defective (if you have a car charger you can use it to see if the phone will charge. If it will you'll need to replace the wall charger.) or
3) Your phone needs to be sent to a service facility for repair.

Based on your description, it sounds like this iPhone logic board isn't working properly. It could be related to the power management unit, or the battery could have simply become desoldered if you dropped the unit.
Another cause for this problem could be from water damage which may have fried the PMU chip. If this is the case and you're not experienced with BGA removal/replacing then you're best bet is probably to sell the unit AS IS for parts or repair on eBay, Craigslist, or you could sell it to me.

If you are using the same cable connected to the mains and the PC then it would indicate that you have a faulty USB cable, especially since it charges in the car.
