You may want to check if the wireless switch is "ON"
on the laptop most wireless ready laptops has either a
button or toggle switch to enable the wireless radio..
if it's already enabled and you still cant connect to
the wireless network,try changing the wireless channel
from the router.

If could be that you were unable to reset the router properly. You have to make sure that the router is on while pressing and holding the reset button using a paper clip. the reset button is usually found at the back of the router, then you may have to reconfigure the settings again.
you can also manually access the router page for you to change the settings.

The connectivity issue with your Belkin router could be due to a couple of different items. Your ISP might even be able to shed a little light on the subject.
I would also go to Belkin's website, and go to the support area by clicking on Support Center in the left pane of the sight. You can then search for your product number. With the results that you receive, you will be able to see what version of firmware they have, which is like doing a software upgrade on your computer. There should also be a step by step process on the website for you to install the firmware. I would do it from a desktop that is connected physically to the router.

Since your unable to access internet through the router(wireless) ,& globe light is flashing--I suggest you to refresh the network list and connect to your network again still if it won't work then you need to Re- configure
it. Because your Modem(cable/dsl) is working fine. Check the ip address
of your computer. if its invalid then you need to do the "reset" on
router (ip address should be 192.168.2... range).
Or else you can call (toll free number) for belkin for reconfiguration
