Its a GPU problem.
It can be overcome by doing reflow technique.
You need to do following.
1. Uncover ur PC casing
2. Locate the nVIDIA PCI-E Card.
3. On the card, locate the power supply pin of GPU fan.
4. Remove the pin.
5. Switch on ur PC.
6. Still u may get scrambled display/wavy screen, but wait for 5 minutes.
7. Press reset button on ur PC.
8. Ur PC might work.
9. Switch it off.
10. Connect the power supply pin back as it is.
11. Power on ur PC.
thats all.

Removal of fan power, makes the GPU to get high heat, it a reflow technique.
Remember, not to touch the GPU portion (heat sink), as it may be in higher temperature.
Try this, it works most.

Gtx+ shorts out powersupply

1.Power supply doesn't have enough Amps for the 12 volt voltage rail.

2.Power supply doesn't have the required power cables/connectors required.
You NEED TWO 6-pin PCI Express power cables.
If you use just one, you will burn up the connectors down in the PCI Express x16 slot, and the power cable connection on the GTX card, and/or fry the power supply.

3.Cheap power supply that came in a deal when buying a computer case. Cheap case? Cheap power supply.

Video to monitor problems

4 beeps means either a bad video card or bad memory.  Try to take out and reseat the video card and the RAM.  If that doesn't do it try using another video card or RAM.  In my experience, 9 times out of 10, the memory is either bad or dusty and not making contact.

No signal

Do you have both the 24 pin plug & the 4 or 8 pin plug, depending on board, plugged into the proper places? The 4 pin plug is what powers the pci-e x16 slot. On some newer boards it will be an 8 pin plug rather than a 4. It should be clearly marked on the mb in small print. Hope this helps.
