You have to drill the rivets out. If you're changing\rewinding the rope, you have to do it from the backside.Respringing it you'll have to change the whole thing, which is easier anyway. your local briggs dealer can order one for you, and after you drill the rivets out, the new one will come with little bolts and nuts.

If the unit is older it could have heavy carbon in the cylinder heads, it could be a ring sticking and binding, do a compression test. Compression is high or mechanical binding.

Usually the 450 series only a recoil starter....a pull rope to start it. Meaning you have to pull the starter rope to start it.

How to replace the broken pull rope

If your starter is bolted to the fan cover it will be easy to remove the rewind and install the rope. If rewind is rivited to fan cover, pull off the fan cover or cut the rivets and then install new rivits (not enough space to use nut with bolt to hold rewind due to close proximity of flywheel). If this is a Briggs and stratton then you have to take the engine cover off which is held on by 4 bolts and replace rope. unless you have a rivet gun to replace the rivets you drill out

to check for firing remove the spark plug insert it in the plug boot and pull the rope while watching to see if the plug sparks be carefull not to touch the plug electrode while pulling the rope or it will shock you. If you don't have a spark, try a different plug. If still no spark the coil could be bad.

You don't need to remove the rivets. There should be two metal tabs that bend over the nylon retractor, or it'll have a screw in the middle of the retractor pulley inside the cover. you bend those up a little, or remove the screw, remove the retractor, be careful, because that spring can be fun if it gets away from you, take the old rope out, put the retractor back in place, wind it back as far as you can, feed the rope in, tie the knot, and let it draw the rope in. Put everything back like you found it, and your pull rope if fixed.

sounds like a briggs engine, DONT remove the rivits, go down a little further and remove the 4 3/8 bolts that hold the blower housing on.Turn it upside down, prewinf the pulley in the direction that it turns when the rope is being pulled. When it stops turning because the spring is tight, let it unwind one turn and line up the hole in the pulley with the hole in the metal part where the rope comes in and slip the rope in, tie a not and melt the freyed end. Let the starter pull the rope in by itself.
