I have Panasonic Workio DP-2310 copier and there were multiple lines the length of the copy .I cleaned entire copy and drum area and installed new toner cartridge now the copies are coming out blank , no toner being applied at all

Check you drum charge connection between drum unit and developer unit, two metal strips at back that contact when the two unit are closed. none or bad connection means no charge and then blank copies

Hard to say without knowing how many copies it has done.
Suggest that it may need the mirrors/optics cleaned,may require a new drum,drum blade,fuser web,fuser roller ,developer or may even be non genuine toner.Suggest that a technician has a look at your copier..
function, general option on screen which is the 1st option, select last option key operator, enter code 0000 unless it has been changed, then number 15 language default which is on the 4th screen item 1.
If using feeder, u need to check whether scanning mirror is dirty or not.
To identify drum problem, u can print out function list or total
counter from the machine or check whether lines appear on the drum.
If drum is not seriously worn out, u can use solutions such as Mr. Mckenic Contact Cleaner to clean the drum.
If still cannot, u have no choice except replace the drum...
