To answer your question;
Those blue dots are burnt pixels.
These usually happen on plasma tv`s much younger than yours.
I`m afraid that there isn`t much that you can do beside replacing the whole screen assembly, which would be cost prohibitive beside the fact that it is no longer available from sony.

By the way i believe that the other expert you talked to , somehow thought that your tv was the DLP type
