If you read the system requirements of Sims 3, it says that you need at least an Intel Core Duo processor, which the iMac G4 does not have. The iMac G4 has a PowerPC processor.

I keep getting the waiting icon on my imac for no reason (as I am typing for instance). What should I do to stop this from happening.

It sounds like your imac really requires a tuneup. You can do this using an application which can be downloaded for free from http://www.macupdate.com/app/mac/11582/onyx select the version for your OS e.g. Snow Leopard, Lion etc. It is worth backing up your machine first before running it. Start it up and it will first check the smart status of your hard drive then it will verify the startup volume (this can take a minute or so) click on the automation tab after reading the warning page. check under maintenance (repairs permissions and execute maintenance scripts) under rebuilding click on LaunchServices and Display of Folders' contents, under cleaning check all the boxes. And then click on execute. As it says this will take some time, possibly up to an hour, don't worry it will be worth it in the end. Once it is finished it will come up with restart or shutdown, press restart. Hope this helps.

Also you should keep the number of items on your desktop down to a minimum as this can affect performance as well.

IMac Missing operating system screen

The CD was most likely not burned in the correct way that Apple requires for OS installs. You can't just simple "copy" a system disk.

Try getting a hold of an actual legitimate copy of the OS and try again. This is not generally a problem when actual system disks are used.

Sims 3 wont install onto my powerbook G4

Sims 3 will not run on a mac that isn't using an Intel based processor. You will have to upgrade from a Power-PC processor in order to use the latest version of sims.

Imac on boot up grey screen clicking and wurring flashing folder?

If you boot from the Leopard install DVD and click Utilities on the top then Disk Utility, you may be able to see your hard drive from there. If you cannot, then something is definitely wrong with your hard drive and you would probably have to go for professional data recovery which is quite expensive (I think around $100 per GB, but I'm not sure). This is why it is SOOOO extremely important to backup your data!

If your iMac is an Intel Core 2 Duo running Leopard, it's certainly not a G4.
From the symptoms described, you have either a bad LCD panel or a bad LVDS cable. Either way, what the tech told you is wrong. They can both be replaced. Whether it is cost-effective or not is for you to decide.

Imac / illustrator10

According to something I read in another forum:
Use migration assistant (in utilities) to copy over Illustrator 10 via firewire from your G4 to your imac. This is the only thing that might work without upgrading to a newer version of Illustrator.

I'm planning on trying it with both Illustrator 10 and Indesign 2.0 - Photoshop 7 won't go at all no matter what one tries according to what I've read. I'll be upgrading to CS3 for Photoshop. No choice.
