There may be a switch up by the lights, it may just not be set to turn on when the door opens. Also I found on mine, the opener attached to the wall in the garage has a button that turns the lights on and off.
if you are using the new florescent bulbs they don't always seat deep enough. Unplug the opener remove the bulb in the bottom of the socket there's a metal tab use your finger or a small screwdriver and bend/lift the tab up a little bit. this should fix your problem
Unplug the opener and remove the light bulb. Using a small screwdriver lift up on the center contact of the socket. Replace the bulb and plug the opener in.
I tried that and nothing.
