Question about Panasonic PT-56LCZ70 56" HDTV
The green light is the ordinary led light, the TV still does not turn on because there is a fault.
The red flashing light is not a diagnostic code, but means that the fault had been detected, and the TV protection circuit had started.
When this happen, the protection circuit will shut down all PSU volts apart low +5V to keep the flashing led on. The TV will not respond to control when in this mode.
All you can do is checking all connections, and leaving the TV disconnected from power for about fifteen minutes.
If that does not fix the problem, then there is an internal fault.
In that case contact manufacturer at the number listed on the manual.

Most common fault causing this problem is a defective PSU, but the TV must be disassembled and tested to find out.
If the fault light went off by itself and the TV started normally, then the problem may have been a temporary fault caused by electrostatic charges accumulating on PSU capacitors, that is quite common, particularly after a power surge.
If the problem comes back, that means that there is a component that is starting to fail.
Commonly PSU electrolyitic capacitor, or Convergence failure can cause the problem developing in this way.
