Question about Philips 23PF5320 23 in. HD-Ready LCD Television
You could have a problem in most any circuit from the limited information you have provided. The power supply is probably ok since it has startup power. You could have a problem in the high voltage section or backlight circuit but more than likely the control board is defective. This would cost between $135 and $200 depending on how complicated it is. Replacement is fairly easy if you are good with hand tools. Remove the back, disconnect all wires plugged in to the control board and r & r the board. Reassemble and your unit should be good to go. Remember to disconnect the power first. Hope this helps.
