You need to contact an Internet Service Provider in your area who provides a dial up service. You will also need a dial up 56k modem.
The ISP can supply the setup information and maybe able to supply the modem if your computer does not have a built-in modem.
You have two different devices here. A modem and a wireless network adapter. Two totally different devices. It sounds like the modem quit working but the wireless network adapter still functions. I'm assuming that the modem is built it. If you absolutely have to have it you could buy a PCMCIA modem if your laptop has a PCMCIA slot to plug it into. You could also have a corrupted modem driver.
The modem settings can be accessed through the windows control panel as follows:
•Opening the Control Panel The Windows Control Panel can be opened by: Selecting *Start > Control Panel (on Windows Vista) - OR - Start > Run > Type 'Control' and select OK (on Windows XP)
In the Control Panel, do the following: •Select Phone and Modem Options (Brings up the phone and modems properties sheet) •Click on the 'Modems' tab •Highlight the modem's name •Click the properties button •Look for the words 'Device Status' on that page. If the message box says 'This device is working properly' then the modem is working ok. The Phone and Modem Options also has a tab called 'Dialing Rules'. The dial tone might work if you 'Edit' the existing Dialing Rule or Create a 'New' Rule. When you 'Edit' or create a 'New' rule, enter the requested information as best you can. You can always go back and 'Edit' the rule to keep testing it. I hope this gives you some ideas for resolving the dial tone problem.

This problem can
be due to the software not handling a certain dial tone rather than a
specific hardware fault. Around the world there is a variance in the
signal quality of the dial tone which causes a report of no dial tone
detection. Disable the dial tone detection to prevent the system from
trying to detect a dial tone.
Disabling dial tone detection for modems: Windows XP
Click Start
Select Control Panel
Click Switch to Classic View to change the control panel view
Click Phone and Modem Options
Select the Modem Tab
Select the installed modem (Example: Lucent Technologies Soft Modem AMR)
Click the Properties button
Select the Modem tab in the Properties window
Click Wait for dial tone before dialing to remove the check from the checkbox
Select the Advanced tab
Add X3 to the Extra initialization commands field in the Extra Settings box
Click OK twice
Select Switch to Category View to change back the control panel view
Close Control Panel
if this does not work trying re-installing modem drivers.
Disconnect the modem from the phone socket and connect a normal phone to this outlet. If you cannot get a dial tone and cannot dial out, then there is a fault with this socket. You need to get it repaired before you can dial out and conect to the Internet.
You say you dont have a modem....but you want to connect via dial up?
Well ok, you need to do the following:
1. Contact an ISP (people like Virgin, Tiscali, TalkTalk, etc etc etc) 2. Sign up for the package you want. 3. They will send you a modem. It wont be for dial up but broadband. 4. Connect it and off you go.
However, if you REALLY want to use the internet using dial up you will have to go find an old cheap dial up modem. BT, Tiscali and a few others do let you use a pay per min rate for dial up, but their is no one I know of that lets you get on line for nothing at all.
The only other service I have heared of was here: http://www.connect4free.co.uk/ And even they charge 1p per min.
So if I were you.... go broadband as its faster and in the long run, cheaper.
