Question about Kirby Ultimate G Bagged Upright Vacuum
I suggest regular scotch tape or masking tape. Just take the screen out and cut a piece of tape into strips that are just wide enough to fit the outside of the screen ring without any excess. Put the tape strip(s) around the outside of the ring. This will make it a bit thicker/tighter and it will stay up inside it's hole. If the screen gets a buildup of residue on it, it won't make bubbles, so it does need to be cleaned on occasion and can be removed again easily when using this method.

If it is falling off (and lodging itself into the hose) I would suggest gluing it in place on the tank...a super glue should keep it in place and there is no reason to remove it. If its glued to the tank there is less chance of it being damaged.
