You have a heat pump and all you are running is your back up eletric heat maybe, you need to check all control wire to see if all are on the right terminals, then check you thermostat set uf it's digital, depending on the age of the system check with an amp probe the mf reading on the capacitor to insure it is within 6% of rating, Duh check the power, breakers, swithces, disconnects...

When i turn on my spa and heater it states on the outside unit "no air flow" and it won't heat up

that is usually an indicator of water flow not the air flow.
What does the hot tub do when you turn the breaker from off to on?
does it run through the purge cycle?
is it kicking out the GFCI?
if it is not tripping the GFCI then you most likely have either too little water flow for the heater to kick in or not enough water flow to activate the heater.
Try taking out your filter and see if that solves the issue.
you may also have a bad temp sensor if the tub just runs and runs but never heats up.

Heat pumps require specific heat pump thermostat. If you are trying to install a thermostat that is generic forget it. A heat pump is a diff animal than a central unit. Get the thermostat that matches your system. A generic won't cut it.

Unit set to heat but outside unit fan won't turn on. Outside temp is below freezing. The weird thing is that you unit is putting out heat and not set to emergency heat

If it is a heatpump, the outside unit should not turn on below 35degrees or so. Below that temperature, the unit cannot effeciently exchange heat. When the outside temperature is low, the system automatically switches over to auxillary heat which uses the same heating elements as emergency heat.

Outside unit won;t come on blower on furnace inside works central air unit is 5 yrs old

First check the disconnect/circuit breaker for the outside unit. Then set the thermostat to make the unit come on. Remove the cover on the outside unit where the power goes in so that you can see the contactor. Is the contactor pulled in? If it is, check for proper voltage on the load side of the contactor. If thats good then look at the capacitor. If it looks swollen then it is bad otherwise you can check it with a multimeter or have a heating and air supply check it for you. If the contactor isn't pulled in, remove the face of the thermostat and install a jumper between the R and Y terminals. If the contactor pulls in then, the thermostat is bad. Let me know what you find so I can give you more advice if this doesn't get you going.

Carrier 38CKC042300. oUTSIDE UNIT FAN WAS TURNING REAL SLOW. ac UNIT IS OFF BUT FAN TO OUTSIDE UNIT IS STILL TURNING. sHOULD NOT BE TURNING AT ALL WITH AC UNIT OFF

The outside fan may run if the unit is in defrost mode this is normal for most heat pumps it is there way of trying to keep the outside unit from staying iced over so the next time the unit runs it will have air flow through the coil and the ice will not be there to prevent air flow.

Goodman package- no heat below 30 degrees outside

I believe the unit you are describing is a heat pump. Heat pump are great when the temperature isn't below 30 With low ambient temps. outside it is much more efficient and comfortable to run aux. electric heat from the heat pump.

Non-working outside unit

If your unit is blowing heat inside and it's not a heat pump. It will be most likely electric heat in your case.
Sounds like you have a split unit meaning the condenser is outside and the cooling and the heat features are inside or under your home.If your Rudd is a heat-pump the outside unit will cycle/blow cold air outside in winter and hot air will cycle/blow outside during the summer season. Now, if for some reason the heat  is not coming on inside the house, would be the only reason that you would need to be concerned. Being a heat relay or breaker of could cause that problem. Hope this helps you, Sea Breeze
