This is a water leak in the tub or the air bell.
the air bell is part of the unit that is connected to the pressure switch that stops filling when it gets to the righ amount of water. the pressure switch is usually located to right side of the washer under the lid you can trace a small black rubber hose down to the air bell and look for a crack and or a hole in the rubber hose.
