So, not enough information, but I think I can guess your situation.
By not receiving, you MUST be talking about a LOCAL E-Mail CLIENT (Outlook, Outlook Express, Eudora, Windows Mail, Incredimail).
A local clinet connects to the actual mailbox, which is on the domain server.
With all e-mail, it is possible to navigate to a location, like Hotmail, MSN, Gmail, etc. Have you navigated to that location to check for mail? This same location will have the SETTINGS needed for your local clinet.
These settings are not tough, just "French" to many. Some require authentication, some Secure socket layer (like Gmail).
FURTHER, if you are a mobile user, be aware that the OUTGOING SMTP server will not work across internet connections that you typically encounter.
Spam was the cause, but Internet Service Providers (ISPs) became saddled with responsibility for spam moving across their servers. Their response was to force all outgoing mail to go through thier filters, on their servers, to have the ability to monitor and stop spam.
One has to find out what that server is and change the outgoing server, while in that service area. Real annoying. Often a SSL port, like Gmail offers will not be allowed as you travel around.
