Sounds like an inverter problem. If the power supply is internal replace the capacitors coming out of the voltage regulators. These are usually 1000mf and/or 470mf. If that doesn't do the trick look up the numbers on the 8-pin chips that drive the secondary transformers on the inverter to see if they are getting the right voltages. Good Luck!

Connection the monitor depends on the connections you have out of your Toshiba laptop.
The monitor has both VGA and DVI.
If the Toshiba has a VGA out, all you need is a VGA cable available online, computer or electronics store.
If the Toshiba has an HDMI out, you can connect it to the DVI on the monitor with an HDMI cable and an HDMI to DVI Adapter.
You can also use USB out with either a VGA converter or a DVI converter (go with DVI for the better picture). Converters can be found online at Amazon, you may also need a standard male to male DVI cable to use with the converter.
There should be a 3.5mm stereo phone jack on the monitor. You need a 3.5 male to 3.5 male cable to plug the monitor into the speaker out from your PC. Cable can be purchased at Radio Shack for under $10.
To use the integrated speakers on this monitor you will need the audio cable. Most monitors with built in speakers has a single cable with a green jack on both ends. It would plug into the audio jack on the back of your monitor and connect the monitor to your soundcard jack on the back of your pc. Cable should be able to be purchased at any electronics/computer store. Hope this helps.
You need a signal cable, an audio cable and the power adapter. The first two are standard cables available at any retailer of computers and monitors or online. The signal cable is the type that has 15-pin "D-sub" connectors on each end. The audio cable will have a mini-stereo plug on each end. The power adapter is available from several online sources. There's an eBay auction currently running for the adapter you need.
If it is a dvi monitor then you would need a dvi cable. VGA monitor would need a VGA cable. HDMI monitor would need a hdmi cable. If it is compatible with both dvi & vga and your video card has a dvi output then dvi is a better quality than vga. You can purchase the cable online at a store like cables2go. you need to be patient because if you cant get it from the dell stores and still you can get it online you will need to visit a computer hardware vendor/ repairer who have thesame monitor but the monitor is completely damaged so that he can repalce it for you. but it is going to be expensive.
