Did you open up the case to see if the power supply fuse is blown? If it is not the problem is deeper then my knowledge of electronics.

Will not turn on

Ensure all cables are plugged in properly, including the power cable and ensure the adapter did not come unplugged from the wall. Hold power button for ten seconds. If no response try pressing the eject button, maybe the power button is not working. You can also try and unplug the console and plug it back in and try to turn it on again.

Starts ok, although seems to be missing slightly, sluggish throttle response and wont rev beyond 4 thou ,

Unplug for several minutes and try again.

If that doesn't work, look up the "factory reset" procedure for your particular model via google and follow that procedure. It usually involves holding certain buttons down before and during power up.

Unplug the unit for 24-hours. I know, it should not take that long, but in this case I tried shorter periods WITHOUT success!

Just before plugging in unit depress and hold POWER button. You are supposed to hold it for 30-seconds after plugging in, but in my case I did it for 60-seconds. This results in a MASTER RESET that clears all errors, resets interlocks, etc. I could not get past a DVD failure problem, but when I discovered this process everything worked fine!!

I know you don't want to hear this, but first thing is to check that the computer is plugged in and the switch on the power supply (right next to where the power cord goes into the tower) is turned to the on position. Also be sure the outlet you are plugged into is in good shape, you might have blown a fuse in your house or something like that to make the outlet dead.
If this doesn't work then I need to know what kind of audio/video response the computer is making.
If there is no noise at all when you push the power button on the tower, then you more than likely have a dead power supply on your hands. You will need to buy a new one that is at LEAST as powerful (same KW rating) as the power supply you had in there previously, if you haven't upgraded the computer's hardware since you bought it.
If you have speakers on your desktop and you hear the windows boot-up sounds then you either have a problem with your monitor or with your video card. There are other problems on this website you can refer to in order to trouble-shoot your video card.
There are several other possibilities if your computer is making noise (fans spinning up) but not getting anywhere:
You can be hanging on the BIOS, you need to reflash the BIOS - contact an IT Professional or look around this forum for a solution.
The Boot Sector may be corrupted, contact an IT professional or look around this forum to perform a checkdisk externally on your drive to repair the MBR.

My Acer AL1916 won't turn on. The power light is flashing, but besides that there is no response. This has happened several times, but I've always been able to 'fix' it by puling all the cables out,...

This is an indication that the monitor is not receiving signal from your video or graphics card.

You may try to connect the monitor into a known working computer to see if the monitor will work. And if it does, then the problem has something to do with the video or graphics card.

Try to open the case of your CPU (make sure that it's unplugged from the power source), unscrew the graphics card, pull it out from the slot, and then clean it using a clean cloth to remove the dust.

Then re-seat the card.
