Question about HP DesignJet 450c InkJet Printer
I assume that the "CARTRIDGES + DATA + MEDIA" lights are all on and STEADY (not blinking).
From Page 2-4 of the Service Manual:
"An error which the customer could probably solve, like a
paper jam, minor cartridge problem etc. In order to get more
information on the error, the CANCEL key must be pressed
which will display a SUBCODE. Use the error codes below to
find information on the subcode."
If those lights are FLASHING that's a "severe problem" and HP says that requires an service engineer.

Your encoder strip (thin, plastic strip with slits on either end) may need replacing.
This is not a Do-It-Yourself project. I just wanted to offer what could be the problem.
But, if you repair equipment ...
