My Samsung L700 is showing white horizontal lines at the screen and pictures including sometimes both show a complete shine-white spot. Is it possible to fix it?

Not good. You may have a tab failure. A repair shop may be able to diagnose and repair this, but most likely the lcd panel is broken. The panel is the most expensive part of flat tv's. A new panel will cost more than a used tv.
This is a problem with shutter not fast enough opening to take a picture indoor shows the horizontal lines. In sun light it is too slow and over expose the picture. Not worth the trouble to fix, buy another camera?
The problem is vertical failure. Vertical output section to your TV ahs the fault. You ahve to check the vertcial output circuit for any component failure or loose solderings.
Samsungs cannot not take a whole lot of abuse. Now I do not mean you are abusing your phone. Wear and tear is what I am talking about. Your screen is gone and you need a replacement phone.
